Columbia Falls, Archer Falls - Ridge is opposite Archer Mountain

Appears to be owned by State of Washington

There is a mapped trail - but not currently open to the public. Probably overgrown. In the photo below it is the red dotted line (the green line is the Archer Mountain Loop trail). Map from AllTrails.
